About the case

Cities require a market based interpretation of the value of residential plots for both apartment buildings and terraced houses for transaction and leasing purposes. Especially the compliance with EU rules on State aid requires a third party appraisal of plot value.

Due to the limited amount of plot transactions, market data was used from apartment transactions. Geographic information was added and regression analysis was applied to model the data. Newsec derived the value of a plot as a portion of an apartment’s value.

Results

The result in this case was a pricing zone map of all apartment building and terraced house plots within the area covered by city planning in Helsinki, Espoo, Vantaa, Tampere, Turku, Oulu, Porvoo, Jyväskylä, Hämeenlinna, Seinäjoki and Vaasa. In Pori, the pricing zone map consists of only plots for detached residential houses.
